Hospitals and schools were hit in the most recent attacks—targets that, according to international humanitarian law, should not be bombed. “When that line is crossed, the risk ceases to be merely military and becomes humanitarian and diplomatic. This increases the chances of the conflict dragging on,” explains Gustavo Blum, a researcher in the Geography of International Relations and geopolitical analyst at the Institute of Geosciences at Unicamp. After offensives coordinated by the United States and Israel that targeted the top of the Iranian government—including Supreme Leader Ali Khamenei—Iran began its retaliation.
